Your calling for their exodus to a new spiritual inheritance.
"Who am I that I should go to Pharaoh and that I should bring the Israelites out of Egypt?" Exodus 3:11
I did not feel qualified or like a strong person for the task of fostering. I'm a big-hearted but naturally sensitive girl who was HOMESCHOOLED growing up and was rarely ever even put in the same places as troubled kids. However, looking back now, I would argue that your ability to follow the Holy Spirit in your life is stronger than any background, upbringing, race, or anything you could possibly have to bring to the table.
Paul famously wrote ( and its one of my favorite verses!) " But He said to me, 'My grace is sufficient for you, for my power is made perfect in weakness.'" 2 Corinthians 12:9. Are you qualified? No. Was I qualified for this calling? Gosh no! Why aren't you qualified for this calling? Regardless of all you believe you really have to bring to this foster-care table, God will bring you something within this that is bigger than you. And that's okay. Because the moments of our weakness is the most BEAUTIFUL God-moments and breakthroughs we could possibly imagine and they also make the most beautiful memories looking back. That's when you see His glory.
God will establish Who. He. Is to your new foster child. He did with His own children the Israelities. "God replied to Moses, 'I AM WHO I AM. This is what you are to say to the Israelites: I AM has sent me to you." Exodus 3:14. Then what does God do? He proceeds to show them His fighting love for them and His wonders.
For these kids, the blood of the cross is enough for them, His strength is enough to heal them, and the power of His covering over your household is enough to protect them. It all goes back to His blood on the cross. His blood brings restoration;"... I have come that they may have life and have it more abundantly (John 10:10)"; His blood brings personal relationship; "Now this is eternal life: that they may know you, the only true God and Jesus Christ, whom you have sent (John 17:3)"; His blood brings provision; "But seek first the kingdom of God and His righteousness and all these things will be added onto you as well (Matt. 6:33)"; and His blood brings peace; "And the peace of God, which surpasses all understanding, will guard your hearts and your minds in Christ Jesus (philippians 4:7)".
Let's go back to provision. "Then Moses answered, 'What if they won't believe me and will not obey but say, 'The Lord did not send you?' Then the Lord answered, 'What is that in your hand?' 'A staff,' he replied. Then He said,' Throw it on the ground.' He threw it on the ground and it became a snake." Exodus 4:1-3.
Why a snake? Aren't snakes "bad"? In the ancient Egypt timeframe, the cobra symbolized pharaoh's authority. Through doing this act, it symbolized back to them that God had all the authority and not the pharaoh. He also gave some of this authority to Moses by giving him this staff.
Let's stay "pure at heart, for they will see God"(Matt. 5:8 ) so that God can do as much through you as you can in Him. Then, God will give you a spiritual authority for your calling. God will give you the privilege of spiritual authority and will equip you with the provisions needed for breakthroughs, healing, bonding, memories, and unconditional and radical Christ-like love!
So, "... Lift up your staff.." As God said to Moses by the red sea (Exodus 14:15).
